Why do Americans say I m sorry in a rude way sometimes?
English is my second langauge and I m not American, but I ve noticed Americans, typically when having attitude will say something like "I m sorry, did you not hear me? I told you I don t like that" or "I m sorry, do you not understand? Should I repeat it a third time?"
Does anyone know where that originated from? Is it just sarcasm?

It's purely a form of sarcasm.
The use of "sorry," in this context, is a fake apology that is used to express how much the person is NOT sorry and should not be sorry.
It is also not supposed to be tricky. When a person uses the word "sorry" like this, there is absolutely no doubt and no joke about it's meaning. The person is NOT sorry.

Well, yes, but the alternative is "are you dumber than a box of hair?"... (In other words, it's a sort of nice way of saying that...)
