You need to look at the entire context. It could mean that she already figured out your feelings for her so she wouldn't be surprised. It could mean that she wasn't expecting that topic to come up and that could explain the reaction. It could mean that she doesn't feel the same way about you as you do her.
If after your declaration she begins to distance herself then you know your feelings aren't reciprocated.
