The base Honolulu which will then be used to attract North American athletes who might never be quite good enough to compete in American football but good enough to play rugby.

Honolulu absolutely no chance. Auckland and Sydney/Melb /Brisbane has the same Polynesian athletes as the USA with arguably a better diet, + they have spent their whole lives playing rugby union. A pacific island team should be based in Auckland or Sydney with home games distributed in Samoa/Fiji/Tonga

It will never happen. Fiji and Samoa have tried to get teams into the Super rugby comp over the years.
Those countries economies don't make it financially profitable. Having a team of ex-AFL players based in Honolulu playing against some of best rugby players in the world is...sorry.. ridiculous !
