Can the Americans control the weather in the UK?

I found a document on the US airforce website, that indicates they would like to.

If so, are they punishing us for the brexit vote, because they weather in the UK is even worse than normal.

Update:

Miraculously, the rain has stopped, the clouds have cleared, and I can see blue sky.

    Right now, the Jet Streams are passing over Europe in the middle of the Bay of Biscay. That would be normal if we were in the winter but not for this time of the year.

    How far north or south the Jet Streams are influence what is called, the North Atlantic Oscillation, the balance between the so-called Azores anticyclone and the Icelandic lows. As a result we get many low pressures moving in from the west.

    It has nothing to do with the USA.
