Since you posted in Single and Dating I assume it's a romance scam. Anyone you meet online who either asks you for money for gifts or offers you money, gold or gifts is always a scam. Period. There are NO exceptions
Anyone who refuses to go on Skype or FaceTime for a live video chat with you where you both see and hear the person is a scammer. Period. There are NO exceptions
