So I can say shyt like "latinos are violent" what percentage of latinos must be violent?

None. Hence why it's called a "stereotype" in the first place.
It;s an association and assertion fallacy where you assert x is true about y and so a and b about x is also true.

100%. But of course that would not be possible so the stereotype cannot be made.
