What is the worst government custody place in the world? (Like a jail)?

I've heard that Mexican jails look up people over minor crimes and throw away the keys and never file any paper work, so no one really knows or finds out about Jose doing life in prison for just stealing candy.

I've heard that Chinese prisons secretly execute inmates to make money out of the organs.

In "civilised" countries, it is probably the Don Dale Youth Detention Centre in Darwin, Northern Territory.

As of 2016, not a country, a specific prison camp, or hole, or something.
