App means many different things depending on platform.
App is traditionally short for for Application which included any application installed onto a computing device.
Nowadays it has the following meaning on the following platforms.
Windows 10/8: All installed applications and Windows 10 apps(small version applications usually installed from Windows 10/8 store)
Mobile devices: All applications on the device.
Pre-Windows 8: Short name for installed applications (aka Programs)
OSX (apple): Small form applications installed from the App Store. (app store also includes full sized applications as well)

On a computer, Microsoft Word is an example of an application (that runs on Windows operating system.)
On a phone, Angry Birds is an example of an app (that runs on iOS- on an Apple, or Android OS on an Android)

It's just short for "application" a common term used in software referring to program with a use either for tools or for entertainment.
