i would assume the numbers need a decimal point in there giving a reading off 98287.74 ignoring the numbers after decimal point will show 98287 which is around an expected mileage for that age of car.
a check with any ( or most ) care dealers selling that type of car ought to give a clearer explanation and it may also be in owners manual. ? e.g. reading of clocks/dashboard etc.
there ought to be service history also relating to its mileage so you can see each years miles covered and get to total .

More than likely it's "98287.4" miles which would be a reasonable mileage for a car it's age. There's nothing to translate as numbers are pretty much universal.

On a lot of Fords in that era, there is a decimal point. So it would be 98,287.4 miles. Once it reaches 100,000 miles+, it gets rid of the decimal number so it has enough room for the other digits.
