Where to draft a QB in a 2 QB PPR league?

I'm not sure of my draft position yet but in general for anyone who plays a 2 QB starter PPR league where would you target on drafting a QB. I would want Rodgers, Newton or Luck but I also know that a top WR or RB is needed.

We start 2 QBs, 2 RBs, 2 WRs, 1 TE, 1 FLEX (WR/RB/TE), D/ST, K. 6 BN

Also bonus question, where would take Eddie Lacy this year? I like him alot if he stays healthy and fit.

Depending where I draft I'm think of starting with a WR/RB if say I can't get Newton or Rodgers

Update 2:

Passing TD's are worth 4 pts. I will repost this question again next week once I know my position. Just trying to get some insight as I continue to take notes and prep.

    I say to go with the flow of the draft. If people go qb-qb the first two picks that means there is talent available at receiver and rbs. If you stack up at other positions and say end up with Blake Bortles and say Tony Romo as a one-tqo punch for starting qb's that's fine. Depends on how many points passing td's are of course as if they are worth 6 points then you may want to qo qb earlier then if they are at 4 points instead.
