You need to contact the Labor Board and turn him in if you choose to do so. It is illegal to tamper with any time clocks on any job, it is illegal to tamper with people's hours. You can sue him for those hours. Tell him you're taking him to court. Just make sure you have proof of those hours. It is the main evidence a lawyer will need as proof.
