Can you keep your curbside mailbox up for other delivery services if the USPS changes your delivery service to communal cluster boxes?
I assume that once the USPS switches to communal cluster box delivery, the old curbside box is nothing more than a box, unless it retains some federal legal qualities such as being a federal offense to vandalize etc. and I doubt that it will be a federal crime.

You can, but other services shouldn't be using it now and aren't likely to use it in the future. A mailbox is used exclusively for USPS.
