As far as I'm concerned, "Tracktion".
It's as good as some that cost thousands, plus a full version from a couple of years ago is completely free.
There are versions for Win / Mac / Linux.

I've been using it since T4 came out, now on T7.
You can add VSTs (virtual instruments and effects, what some other programs call "racks") - and there are thousands of those available, many free..
