    There's no dome on the White House. You're confusing the White House with the US Capitol.

    The area that is now DC was mostly swamp and marshland before it was appropriated to establish the capital city.

    a good part of the DC area was swamp, at the time probably the cheapest land available

    the White House has no dome, it is a very large mansion like structure, the original burned down the current one is not the original

    Since it is near the Potomac it might have been marshy land. The State Dept is also known as "Foggy Bottom" because there was so much fog where it was built.

    It was swampy land with swampy-land plants on it. The house was built by slaves. There is no dome on it.
