Does the iPhone require a phone plan to activate?

I am thinking about buying a used iPhone on ebay. The four-year-old iPod Touch that I am using now has a battery that is basically dead.

Once I get a steady job where I can pay for a monthly cell phone plan, then I will sign up for T-mobile.

Can the iPhone be used like an iPod Touch? Or once I turn on the phone, it will require me to put in my carrier's information?

    I don't recommend buying an iphone used from ebay as a lot of times they can be a scam. Why not try like a verizon store even the apple store might sell them used.

    You need a SIM in the phone to activate it, but once it's activated, you can use it without a SIM, much like an iPod.

    You can get the phone to act like an ipod it will work the same just without a data plan

    Not at all. It just needs to be unlock. Otherwise you can use features like WhatsApp to make calls via wifi
