A cold engine needs a richer fuel mixture to start/run so make sure the choke plate is closing for cold starts and pump the primer bulb a few times to add extra fuel to the carb throat. Some carbs do not have a primer bulb but rely on the closed choke to increase vacuum levels in the carb venturi and draw fuel out of the bowl for starting...again, make sure choke is closing. Too much fuel can also cause starting issues so make sure not to pump the primer bulb too many times....some engines only need 1 or 2 pumps for starting. Or the primer bulb/fuel line is defective and may not be drawing fuel from the bowl to the carb throat...check for that too.
