Making an outing of it is a great idea because of the number of people in attendance. You can make some good memories by dining at a restaurant, perhaps one that is outdoors if weather permits. But, first ask all of the attendees if they are willing to pay for their own meal and 1/5th of what the Mom-to-be orders. Eating out and buying a gift all at once may be a financial hardship to some people, so ask first.
Otherwise, you can do something fun by having a theme party. Tacos with virgin Margaritas for the new mom.
I once went to a baby shower that was a "dessert shower" they had nothing but desserts and gourmet coffee/teas. Oh, what a treat that was!

Have a few appetizers, a couple games, presents, decorations. You can Google all these things. The mom to be is probably registered somewhere if it's her 1st baby.
Ask the mother to be what type of shower she'd like.

You could book a cream tea at a cafe / tea room, they usually consist of scones + jam/cream, a selection of cakes/fancies, savories + sandwiches, tea + coffee. Tell the tea room about the shower, they may even arrange a baby cake, then you could do the giving of gifts.

Go to a decent restaurant. Make reservations in advance.
You can all enjoy food and open gifts.
