Can anyone tell me why the AT&T rejected returns of a cellphone for a reasonable cause?

LG cellphone was force to me to pay for $45 upon my return in the pretense as a stock room charge.

We can't tell you, maybe AT&T can! You need to look at their terms and conditions regards restocking fees and the like. If there is nothing wrong with the phone, and you've had it a short while, and have even just opened the packaging then they may well not be under any obligation to refund at all!

Almost every place that sells electronics has a restock fee. They can no longer sell the device as "new" once it is opened.
