take it to a Apple to store but they will charge you but I advise holding the switch off button and home button at the same time for a long period as if you were taking a screen shot but hold them both at the same time for long and it will reboot the phone manually and if that does not fix it call apple support.

Goto a library and hack theirs computer admin access using CMD or Powershell use
NET USER (adminsname) *
then change the password.
Now goto Itunes and download it and you can do the rest from their.
