I taught several years ago in an emergency shelter. CPS or the local police departments would bring the children into the shelter. They would be checked for lice, and bruises. They would shower and change into clean clothing. Be told the house rules. Within hours, they would be interviewed by social workers.

Foster care placement was made after their assessments. Normally they had trial weekends. Many of the adolescents went to group homes which were separated by the sex. State law required the shelter provide schooling, but most school districts do no want shelter kids attending their schools so they set up alternative schooling at the shelter. Kids already in the district went to their old schools- no good because everyone knew the kids were in the shelter.

The kids who were court allowed where allowed limited phone calls with their parents. There was no contact with friends, and any friends made in the shelter were lost when someone was moved.

Edit- noticed what you wrote a month ago. In the system, the kid is told nothing. They can move you whenever and where ever they want. Your stuff is generally put in trash bags since it is easier to move that way.

I never knew who was going to be there the next day.
