Do I have to go to Georgia Perimeter (State) University to be an engineer?

Georgia perimeter merged with Georgia state recently. I lookes on the Georgia state website for majors, and for some reason it had a link to Georgia Perimeter, which is now the Clarkston campus for Georgia state. I want to go to the Downtown Atlanta campus for band....but I want engineering at this school. This is confusing

    could you transfer to university of Georgia immediately even if you go to GSA first?
