why can you not find older apps for a i phone 4 it says you need ios 8 or later?

Why can i put windows 7 on a computer thats 10 years old but i phone 4 cant handle ios 8 but i phone 4s can run ios 8 and from what i know the i phone 4s only has better camera and is technically same as the 4. If you ask me its a scam so you will buy a newer phone other wise you can use any apps.

    Because the app makers want to only keep the latest versions of their apps on the Appstore and don't want their older apps to get downloaded, especially if they don't work or work well, with later versions of the Apple OS.
