I think it should be the students arrived at the classroom at noon, and Wendy asked for her drink, that she had left on the table.

For me, it's the verb + __ collocation. For me, it's "to arrive at" or "to arrive in". I like either of those in your first sentence. To me, "to arrive to" sounds incorrect, although I have noticed that this has been getting more and more frequent as the years go by. "Wendy asked for her drink that she left on the table". I wouldn't put a comma in it; otherwise that sounds fine to me.
