Well, it comes down to your imagination. Your creativity needs to take you to a good idea. Start by thinking of the thing that drives the horror. Then, develop a protagonist, and other characters. Do this before you even start writing. Develop a means by which the characters meet whatever the horror is (ie, camping trip, moving into a new house, etc...)
Once you have a sort of 'foundation', start writing. But here is the catch, JUST WRITE. Don't think too much, just continue writing. Do not worry about errors and things... just continue. Because writing a story is about discovery. You discover as you go.
After you do this, start connecting the plot. Piece it together. Then write a rough draft. Perhaps, write multiple rough drafts. Once you have achieved flow and a good structure, start editing grammar.
Your final draft is the product of these steps.
There are no good writers in the world, only good re-writers.

Honestly, you just have to keep practicing. But anyways, add lots of details. Don't be like, they entered the haunted house. Tell us about how there were spider webs and skeletons smiling at them with empty eye sockets. A chill in the air. The mist made it hard to see and dark shadows loomed. But make the details really creepy
