It's a term borrowed from lists where a like, a thumbs-up, a heart, or other approval by users other than the person who wrote it literally cause a post to move upward on a list, so the post with the most up votes is first.
It can destroy the give and take of posts and replies, and it often turns into a popularity contest, but at a Q&A site where the answers are fact rather than opinion, it can be valuable.
