What do you do when you re bound by contract, but have to deal with bullies at work? Especially when management is closing one eye?

    Strap on a sack and stop whining.

    It's possible you're being bullied but, unlikely. If you genuinely are, talk to a labor attorney about the hostile workplace you're enduring.

    You aren't being bullied at work, bullies are for children. Either you are being harassed (which is very well defined) or you are not.
