But once that month is over can I still get the game
If I get ps plus today will I be able to play last year's free games in December ?

No. You can only get the games that you download at the time that they are free and you have a membership. If a game was offered free in December 2016 and you didn't download it in December 2016 then you can't get it for free with psn+ unless the game is put back on psn+.
To be honest most of the games that are free are either way too old or it's not very fun.

If you downloaded the game during the month, you can continue to play it after the month is over, and can redownload it later.
If however you did not download it, you can't get it later. Its available only for a limited time, and only those who got it during that time can get it later.
(Also, those games you do download can only be played while you have an active PS+ subscription.

No. You had to be a member during the time the game was offered free, and added the game to your library.
Otherwise you miss out on it.
