What should I do to cure this USB symbol disease ?
My dell tablet is stuck on this mode since a day after trying the recovery mode. the white line sometimes turn red . And it kept re-starting . Factory reset has already been done

This is what happens when you root a tablet then try to recover the tablet! The USB is telling you that you need to have it reflagged from a USB connection.
You will need to take it to a shop unless it's still under warranty then you can call Dell for help.

Go to the gas station and get as many gallons as you can carry. Apply gasoline to furniture liberally. Put on a thick sweater. Apply gasoline to self. Light match.
