Yahoo is always looking for ads that pay more. WHY on earth would you interpret that that the site is dying?
No one knows what the fate of Y! will be. It's been sold to Verizon, but I can almost assure you the ads won't become any better.

New ads have been around for over a year. They keep tweaking them as to placement and size. Without those ads, YA would die. That is where the money is found. If you don't like them, add an ad-blocker.

I haven't ever seen an add on Yahoo Answers. I have adblock Plus and uBlock Origin watching out for me. They work a treat.
