Should I wait for him for a relationship?

So this guy gave me a gift after we broke up years later to apologize for the way he broke up with me. He was bothering me for a couple of months to talk.So I decide to give him a chance after the gift. He is telling me he likes me but not ready for a relationship. I ask when will he be ready to be in a relationship and he's like time will tell. Next minute he is like if I asked for a kiss would you give it to me if we weren't dating I'm like no and he's like ok. Then he asks what are you like when you predate someone I'm like huh and he's like when you feel the person out before you make things official.
