How come Kaliningrad is still part of Russia? How come it wasn't absorbed by a nearby nation or try to declare inderpendencd from Russia.?

    Russia used world war 2 to spread communism to new corners of the globe, once you're in Russia it's hard to get out. Ask Berlin.
