Is there a smartphone with no data plan?

Like a burner phone where you just pay for an amount of minutes and you don't have to pay again until the minutes run out.

No. You will have to add a new airtime card eventually.

Tracfone would be the cheapest way to own a smartphone. But you will have to purchase an airtime card every 30, 60, 90 or 365 days depending on the first/last airtime card that you purchase.

Not too likely. Smartphones usually include mandatory data plans.
