Varied.
Some would portray he's a watchdog (asong tagapagbantay).
Many will suggest he's a mad dog (asong ulol).
Others will insist he's a lapdog (tuta).
He was thrust into the Senate by voters in awe of his style, and he was entrusted with one of 24 Senate seats more than once. But not awesome enough for VP. He seems ambitious and is frequently romanticized as a crusader against corruption.
