Layover at Mactan-Cebu Int'l Airport?
This is a newbie question because I haven't done this before.
I am a Filipino. I am travelling from Kalibo to Manila via Cebu. I will be arriving at 1PM in Mactan-Cebu from Kalibo. My connecting flight will not be until after 5 hours.
Can I leave the airport? I plan to be productive and use the long hours to visit Cebu, Magellan's Cross and grab some tasty lechon among others.

Is it fair to say that he is not working hard like his teamate Fernando Alonso, in the same vein as to say that he seems to be underachieving and Alonso seems to be overachieving, or that Alonso is getting all the team attention, that the Spaniard has scored 200+ points already and the Brazilian has earned just 90 points. The gap is bigger now than last year's final tally with four more races to go.

Even with the new biometric systems in place?
When applying for a clearance and you apparently have a namesake, you'll have to wait for ten days before you can actually get one.
The NBI recently closed down district and regional clearance processing centers and they failed to mitigate the absence of an IT provider. They have been very slow to reopen and make available again their satellite clearance offices. Everyone needing a clearance has to go to their main office whether they live way up north or way down south. With all this mess, they should do away with having to wait for ten days and then having to go back to get the clearance.

a) filipino balikbayans coming from all over the world spend and flaunt their riches to folks back home for the sole purpose of saying I have more money than you do
b) politicians are running for office 1% for social policies and 99% to protect their business and private interests
