How can I fix my florescent tube light fixture?
I've tried replacing the bulb and the starter fuse. There's a loose wire (the white one - top of pic) -- maybe I inadvertently jarred it loose? I'm not concerned with the outlet part, just trying to get the light to work again.
Also, if the white wire is the issue, do I need to shut the power off to try to reconnect it?

Not all ballasts wire the same, you need to show the label to get an accurate answer.
I think you need to connect the white wire to the other half of the socket, but that just my best guess assuming the new starter (or ballast) wires the same as the old.
Do you have a stater ( http://amzn.to/2gsJDwS ) and transformer ( http://amzn.to/2hj1p5n ) or a Ballast ( http://amzn.to/2gA07SE )

Buy a new fitting. They aren't expensive and you have taken the old one down already.
