I love the Liquid eyeliner felt tip by Younique. It's all vegan and hypoallergenic and it's compared to high end makeup brands that have tons of chemicals. Younique doesn't.

I love Bobbi Brown's Perfectly Defined Gel Eyeliner. I love the look and it is super quick and easy to apply.

Gel : Bobbi Brown or Maybelline Eye Studio
Pencil: Not sure which is the best. :/
You can also use eyeshadow to line your eyes.

I like Milani liquid eyes, Prestige Total Intensity and Prestige Waterproof, and NYX Slide On. They're all waterproof pencils, highly pigmented, come in traditional as well as fun colors. They're all budget friendly and easy to find. can't go wrong with any of them.
