There are security apps that while they can't keep other compatible SIM card from working in your phone, they can alert you if the SIM card has been changed and report the phone number the SIM card is using.
The Prey Project has one such app and computer program.

What's nice about Prey is that as long as the phone has an internet or cellular data connection, you can lock and erase the phone, cause it to alarm and have it take pictures (front and back cams) of the person using the phone. Well on iOS they have to do something to make the thief take the picture from you, but you can read about it below.

No. Its a phone at the end of the day so it would have to be able to accept SIM cards from the same carrier only (locked) or all others (unlocked)
