my wife is trying to housebreak her second yorkie. Are these dogs even able to be house broken?

If her first Yorkie is housebroken, then your question doesn't make sense, because you already KNOW the answer. Yes, some breeds are tough to train, but not impossible.
But, if the first dog isn't yet housebroken your wife had no business getting another. If training one is tough for her, two would be impossible, at least with her current techniques.
You'll need professional help, but first of all throw those pee pads away, if you're using them.

lol... these are the worst. I hate Yorkies. Most worthless breed of dog. If I had to choose between a Yorkie or a cat, I'd take the cat.
yes these dogs are near impossible to housetrain if they don't want to housetrain.

Any dog can be housebroken if done properly*, provided that sufficient daily walk/elimination times are provided outside, using a lot of patience, consistency, diligence and time, 6-18 months. You should be helping as well. Don't use pads, ever.

You can google 'how to potty train a puppy', 'how to house break a puppy', you might as well look up 'how to stop puppy biting' & maybe 'puppy obedience'
