    Not panic, merely tension.  Note that it's not a chord but an interval, one that (for example) occurs naturally in a dom7 chord.  I've often heard it (and use it myself) in the context of simultaneous descending and ascending lines —

    Descend from middle C, B, Bb, A

    Ascend from   middle C, D, E,   F

    — in which the Bb-E interval is the sharp 4th.  If the ascent starts an octave lower, then the interval is E-Bb, still the sharp 4th.  And —

    Descend from C5, B, A,   G

    Ascend from   C4, D, D#, E

    — in which D#-A is the sharp 4th.  If the descent starts an octave lower, then A-D# is the sharp 4th.

    The DEEP notes instill fear, most likely because of early mans threatening environment. The "monsters" tones and calls.

    Just as earthquakes, stampedes, thunder, and artillery gets on the nerves.
