A 54 year old man wrote a love letter to a 17 year old girl.?
He did not mention anything physical, however professed his love for this girl who is still considered a minor. There are recorded phone calls where he admitted that he wouldn't touch her UNTIL she was 18. This occurred in Polk County, FL. What can legally be done here?

Speak to a lawyer.
She IS a minor until she reaches 18, and all contact can be denied to him by her parents or guardians.
Has anyone checked to see if this guy is on a sex offender registry?
He didn't just do this out of the blue- I'll bet if you go to police, you will find a pattern of behavior, and he may even be on restrictions. You may think there is little recourse, but do check with local authorities first before you assume it. Grooming someone over the internet is a different offense than direct contact, so it may indeed be that he has committed a crime.
For now, get her off social media, change all phone numbers and get contacts that are unlisted. This guys' stalker potential sounds high, and she needs to disappear from the internet.

If he's harassing her then you can have him charged with that. I the meantime have the parents inform the old goat that he's not welcome to call or text or in any way communicate with their daughter. She's not a minor and that limits some things, but she has to be on board, if she's thinking this is some sort of starcrossed lover deal and is set on seeing him anyway there really isn't something you can do.

The man did nothing illegal. If I was the girl's dad, I would take the guy out into the Everglades and have a little come to jesus meeting with him, but legally - cops won't do a thing.

If that's all he did, nothing. Nothing sexual was mentioned. If he met her online though and knew she was 17 (obviously), there could be solicitation charges.

Take the letter and the recorded phone message to the police. They are in a better position to determine what legally can be done.

That's a violation of Florida statute 847.0135b, and probably others. Inform the police. They will deal with it.
