3000 lb single axle. no jack crappy lights, dry rotted tires, and a rotten wood floor. how much would that trailer be worth?

In the current condition it would not be worth much ($200). If it were me, I would replace the wood flooring and install new lights. Paint the trailer (a brush or spray cans are fine) and you may be able to sell it for $800 -1200
Light kits are about $20 at Harbor Freight and you can buy decking boards for about $100 at most major hardware stores (Lowes / Home Depot) A gallon of rustoleum would be about $35 and a cheap throw away brush is a couple of dollars For about $160-$175 and a few hours work, you would make $400- $800

Scrap yard would probably give you $150.
If you give me $150 I'll come tow it to the scrap yard and I'll make that $150 too.
