On another working windows 7 computer make a recovery USB/DVD

    Control panel>recovery

Insert the DVD or USB onto your looping computer and boot off that and run a startup repair, if that doesn't work try getting to a command prompts and doing a system restore

When Command Prompt is available, type the following command: rstrui.exe.

    Press Enter.

hold the on/off button down for more than 5 seconds wait a few minutes switch on and press the F8 key until you get a menu choose last good configuration that worked , if that doesn't work repeat the process and select safe mode with networking
