Converting logo from low resolution to a vector file.?
Is there a simple way that one could convert a low res file to a vector file?

No simple way. Sorry. Reconstruction is the only way. Find the font that was used and hand trace all the other parts. Autotrace is useless at low resolution. And use a vector app like Adobe Illustrator. More effective than using Photoshop.
