I heard that connecting to an unsecured wifi network is illegal. If Xfinity wifi is unsecured, does that count as illegal.?

It is illegal to connect to any network without network owner's permission either implied or explicitly given. It makes no difference whether the network is wired or wireless, and if wireless whether it is encrypted or not. In fact it is illegal to attempt to connect to a network without permission.
If you go into a coffee shop, buy something and use their 'free' WiFi, then that is okay. By selling you a drink they are giving you implied permission to use their network during that particular visit.
If you have a contract with Xfinity that includes the use of their hotspots, then it is perfectly legal to do so.
Whenever you connect to anyone else's network, encrypted or not, please be aware that you may be exposing your device to possible attack or infection by other users of that network.

It's not illegal to connect to an unsecured network. Stupid yes, illegal no!
The problem with logging onto Open WiFi networks is that you have no idea if your data is being recorded (snooped on).

You heard wrong. An unsecured network is one that isn't protected by a password and/or by encryption
You can connect to a network whether it is secured or not - you are potentially at more risk, but that remains your choice
