    Draw a diagram.

    You have a right triangle with the ground being one side and the building being the other.

    Relative to the angle you have the Opposite leg being the building (850 ft) and the Adjacent leg being the distance to the building (400 ft).

    Using the SOH-CAH-TOA mnemonic, you want to use 'TOA'

    tan θ = opposite / adjacent

    tan θ = 850/400

    θ = arctan(850/400)

    θ ≈ 64.8°

    tan(angle) = 850/400

    angle = arctan(850/400)

    angle = 64.80
