MP3 is a "lossy" compression format. That means some data and audio quality is lost during compression.

FLAC means Free Lossless Audio Compression. No data and no audio quality is lost during compression; files are larger than with MP3 and not all portable players are FLAC compatible, but because FLAC is lossless you can recreate the full audio file perfectly and then recompress it in whichever other format you wish. If you recreate an audio file from MP3 then you don't get the full original quality audio file and so you lose even more if you recompress it using any lossy format.

If you're downloading solely to a device which has limited storage capacity then go for the MP3 file. But if you're downloading to any device with plenty of spare storage space then go for the FLAC file and you'll then always have an archive FLAC file which you can use however you wish; you can even decompress it to recreate the original audio file and then burn your own audio CDs if you still use them.

Note that there is also a lossless MP3 format, but unless the files states "MP3 lossless" then it's the usual lossy version.
