Is it constitutional to make something illegal for being "bad for the economy"?

I've heard of some places making living off grid or having a vegetable garden illegal because it's supposedly bad for the economy. Is that constitutional?

    it is probably constitutional,but it is a stupid type of law to pass; people who live off the grid are usually innovative and the world needs more innovation
