Can I sell a photo that "kinda" inst mine?

I did a composition of an old photo with a new one that I took. The old one is (in my country) public property. Someone wants to buy it (for some reason). Can i legally sell it?

    Sure. You did some work on it.

    Even if you hadn't, if somebody's stupid enough to pay for pay for stuff in the public domain, that's their problem.

    You CAN'T, it is EITHER YOUR OR IT IS NOT there is no "kinda" about it as far as the law is concerned.
