Interior lights flicker when windy?
When it gets gusty outside some of the lights in the house flicker off and on, it s limited to one or two circuits in the house. The rest of the house seems ok. Could it be where the power lines enter the house from the utility company or is it likely house wiring? I ll call the power company tomorrow, just looking for a starting point. Thanks

If we are talking about the US of A, houses are, for the most part, feed by what is refered to as tri-plex wire. That is two hot (120 volts) twisted around a center ground or neutral wire.
The two hot leads give you your 240 volts needed for some equipment. One 120 lines feed one side of your panel, the odd number side. 1,3,5, etc. The other feeds the even number side. 2,4,6, etc.
When the wind blows, it rattles the wire outside where it is splices to your house wire. In you case, one of those splices is loose or corroded as these are usually aluminum wire to copper or aluminum to aluminum and needs to be re-made. As the only way to do this is vary dangerous and needs to be done by your power company. They should do all three to be safe.
How do I know this, been there-done that. You are loosing half your panel when the light blink only on some rooms.

Yes, call the power company! Don't tell them it seems to only happen to part of the house. If it's happening at all, they need to come look at it and see if anything's loose. If that doesn't change anything, get an electrician to look at your circuit breaker box.
