When you own a TracFone, do you have to buy more airtime before the data and texts run out or just the minutes on voice?

Neither. You have to buy more airtime before you run out of SERVICE DAYS. The new airtime's service days will be added to the end of your remaining service days. A Tracfone must have service days for any of its calling/text/cell-data features to work.
On a Tracfone non-smartphone, if you run out of minutes before that, then you can only call 911 and cannot make/receive calls, and can not send/receive texts or use cell data.
On a Tracfone smartphone, when you run out of minutes you cannot make/receive calls. When you run out of texts you cannot send/receive texts. When you run out of data you cannot access or send data, including text attachments.
If you let your service days run out, your phone can be deactivated, you can loose any rollover minutes/texts/cell-data, and I think within about 30 days you can lose your phone number.
Note - besides airtime cards (which include service days), Tracfone sells data and text cards (which do not include service days), but data and text cards can only be added when you have service days remaining.

Tracfone airtime cards will add up and rollover. So if you are almost out of text messages or minutes, I would add another airtime card as soon as possible.
Never let your airtime end date lapse. It is more of a hassle to reactivate your phone than it is to add an airtime card before the last service date.
You should still be able to make calls if you are out of text messages as long as your service end date has not lapsed. You should still be able to text message if you are out of minutes as long as your service end date has not lapsed.
